How can the Licensing Authority determine that a club is a qualifying club?

An application for a Club Premises Certificate must be accompanied by a club declaration form and a copy of the club rules. 

The club declaration form provides sets of questions that relate to a club's rules and arrangements. 

This allows the Licensing Authority to determine whether a given club qualifies for status as such
