Riding Establishments

Under the Riding Establishments Act 1964 and 1970 it is an offence to keep a riding establishment without a licence from the local authority.

The keeping of a riding establishment is defined as the carrying on of a business of keeping horses for either or both of the purpose of:

An application must be refused if it is submitted by an individual who is under eighteen (18) or is disqualified from keeping a riding establishment or is disqualified from keeping or having the custody of animals under a number of related statutes.

How to apply

To apply for a Riding Establishment Licence you must complete and return an application form with the appropriate fee to the Council offices.

Will Tacit Consent Apply?

No. It is in the public interest and the Animals Welfare that the authority must process your application before it can be granted. If you have not heard from Ashfield District Council within a reasonable period, please contact the licensing section of Ashfield District Council.

What happens next?

Once a completed application is received an inspection of your premises will be made by an Environmental Health Officer and a vet.

The Council aim to contact you with a decision within 21 working days of receiving your completed application.

Can I appeal?

Any person aggrieved by a local authority refusing to grant a licence, or by any conditions to be satisfied before a licence is granted, may appeal through the Magistrates Court or the High Court depending on the grounds of refusal. On appeal the court may request the issue of a licence or alter/withdraw licence conditions.
