Procurement policy

'Procurement' is the process of acquiring goods, works and services, covering both acquisition from third parties and from in-house providers. The process spans the whole cycle from identification of needs, through to the end of a service's contract or the end of the useful life of an asset. It involves options appraisal and the critical 'make or buy' decision which may result in the provision of services in-house in appropriate circumstances.

With a gross revenue budget for the financial year 2003/04 of £49 million and a capital budget of £26 million, Ashfield District Council recognises the need for effective procurement practices to acquire and deliver 'best value' goods and services. The Council has therefore introduced a corporate Procurement Strategy to communicate to members, staff, the public and suppliers how procurement is to be managed.

The Strategy includes the whole process of procurement from initial concept and definition of the community's needs to performance monitoring and review.

The Council wishes to build upon its existing innovative approaches to procurement and further areas for development have been identified and included within the Procurement Plan section of the Strategy.
