Building Regulation Charges

FEE CHARGES

Local Authorities provide a building control service which is run as a non-profit making business.

Table A - This table should be used if your proposal is for one or more dwellings, either new build or created by conversion of an existing building) none of which have a floor area exceeding 300m2 (note this excludes any garage or carport) and the building has no more than 3 storeys (each basement being counted as a storey)

Table B - This table should be used for certain small domestic buildings and extensions, including loft conversions and when you intend to convert your existing garage into a habitable room(s)

Table C - This table should be used for certain specified alterations to your house.  It should be noted that if you choose to appoint a Part P registered contractor to undertake your electrical work, you will not need to submit a building regulation application, since your contractor will self-certify these works.  Similarly, if you intent to have cavity wall insulation installed within your existing property, you will not need to submit for building regulation consent providing you appoint a contractor who is registered in a self-certification scheme.  Details of these and other Competent Persons Schemes can be found at Nottinghamshire Building Control.

Table D - This table should be used if the works you intend to carry out is not covered in Tables A-C.  The estimated costs should be that quoted by a reputable contractor on a commercial basis, even if you intend to carry out much of the works yourself.  Only professional fees and VAT should be deducted from the estimate.

Explanatory Notes

The different categories of charges are shown in Tables A, B, C and D are explained below:

1.0 These notes are for guidance only, for further clarification refer to the Council's Scheme of Charges and the Building (Local Authority charges) Regulations 2010.

2.0 Full Plans - Under the full plans application, payment is split into two parts;

2.1 Plan Charge - This is paid upon submission of a full plans application. Your plans will then be examined and we will advise you of any item not complying with the Building Regulations. Upon receiving drawings in compliance with the Regulations an Approval Notice will be issued.

2.2 Inspection Charge - Upon commencement of work and after the first inspection has been carried out the inspection fee becomes payable. This is invoiced to the person who is named as the applicant on the application form. On larger projects and subject to prior agreement, this charge may be invoiced by instalments.

2.3 Building Notice Charge - This is paid when you submit your Building Notice. No approval is issued when submitting a Building Notice and this procedure is not suitable for all types of work. You are therefore advised to check with us prior to submission of such a notice. The Building Notice Charge is equal to the aggregate of the plan and inspection charges.

2.4 Reversion Charge - This charge is to cover work originally controlled by an Approved Inspector which reverts to Local Authority control. The charge being equal to the Building Notice Charge.

2.5 Regularisation Charge - This is paid when you have carried out unauthorised work and you are applying for a Regularisation Certificate and is calculated by adding 50% to the building control charge (not including VAT)  The new fees include the cost for regularisation applications for your convenience.  Click here to download the Regularisation Charge notes.

3.0 Repetitive Work - Subject to certain statutory conditions, it may be possible to have a discounted rate for work of a repetitive nature.  You should contract Building Control to discuss this prior to submitting your application.

4.0 Resubmissions - No charge will be made for the first re-submission, however any subsequent application will be re-charged accordingly.

5.0 Work Exempt Charges - Some types of work are exempt charge as follows:

a)  Certain work in respects of access and or facilities solely for disabled persons or to accommodate their carers.  For further details refer to Regulation 4 of the Building (Local Authority Charges) Regulations 2010.

b)  Works that are undertaken by a competent person who is registered under a self-certification scheme.  Such works may relate to electrical installations, cavity wall insulation, gas installations etc.

6.0 More than one extension - Where you intend to undertake more than one extension covered in Table B, you may add the floor areas together and select the floor area that applies, providing the works are to be undertaken at the same time.

7.0 Specified Alterations - If you intend to carry out certain alterations within your dwelling and you are also undertaking extension works covered in Table B at the same time, you will be eligible to a 50% reduction on the works details in Table C (this excludes electrical works.)

8.0 Value Added Tax - VAT at the current rate must be added to all charges shown in Tables, A, B, C, D, with the exception of the Regularisation application charges.

9.0 Validity of Submissions - Submissions will not be treated as deposited until the cost of works (where applicable) have been accepted and the correct charge paid.
