Full Planning Permission
You should apply for full planning permission if you intend to:-
- Make a change in use of land or buildings
- Erect buildings where you do not wish to follow the outline procedure
- Erect a domestic extension, outbuildings, garages, fences or create a new access
- Regularise unauthorised development

All applications for full planning permission should include information based on:
Use - The use or uses proposed for the development and any distinct development zones within the site identified.
Amount of Development - The amount of development proposed for each use.
Indicative Layout - Indicative layout with separate development zones proposed within the site boundary where appropriate.
Scale Parameters - Indicate the upper and lower limits for the height, width and length of each building for which outline permission is sought.
Indicative Access Points - Define an area or areas in which the access point or points to the site will be situated.

Outline Planning Permission
This is when you need to know whether planning permission will be given for the erection of buildings prior to any detailed drawings being prepared.
Under outline planning permission you have the option to Reserve Matters relating to design, external appearance, access, landscaping and siting for later approval. See question 6 on the Application form for Planning Permission Part 1.
If an item is not reserved you will need to supply adequate details of those matters.

Approval of Reserved Matters
This is when you wish to apply for Reserved Matters relating to a previous outline permission (see above). You will need to state on the application the original permission reference and the date the permission was granted.
The original outline permission will lapse if the reserved matters have not been submitted to the Authority wihtin the stipulated time limit.

Outline planning permission is granted subject to a condition requiring the subsequent approval of one or more reserved matters. The current reserved matters include: siting, design, external appearance, means of access and the landscaping of the site.
Layout - This includes the buildings, routes and open spaces within the development and their relationship to buildings and spaces outside the development.
Scale - Includes information on the height, width and length of each proposed building.
Appearance - Means the aspects of a building or place which determine the visual impression it makes, including the external built form of the development.
Access - Will be a broader concept than now, to cover accessibility to and within the site for vehicles, cycles and pedestrians in terms of the positioning and treatment of access and circulation routes and how these fit into the surrounding access network.
Landscaping - This is the treatment of private and public space to enhance or protect the site's amenity through hard and soft measures, for example, through planting of trees or hedges or screening by fences or wall.

Other Types of Permission
There are other types of planning permission, which relate to specific types of development such as listed buildings, advertisements, etc.
