Building Regulation Charges

Schedule 1 - This schedule should be used if your proposal is for one or more dwellings, none of which have a floor area (excluding any garage or carport) exceeding 300m2 and the building has no more than 3 storeys (each basement being counted as a storey)

Schedule 2 - This schedule should be used for certain small building, extensions and alterations

Schedule 3 - This schedule should be used for work not covered by shedules 1 and 2.

Explanatory Notes

1.0 These notes are for guidance only, for further clarification refer to the Council's Scheme of Charges and The Building (Local Authority Charges) Regulations 1998.

2.0 The different categories of charges are shown in Schedules 1, 2 and 3 and are explained below:

2.1 Plan Charge - This is paid upon submission of a full plans application. Your plans will then be examined and we will advise you of any item not complying with the Building Regulations. Upon receiving drawings in compliance with the Regulations an Approval Notice will be issued.

2.2 Inspection Charge - Upon commencement of work, which was subject to a full plans application the inspection fee becomes payable. This is invoiced to the person who is named as the applicant on the application form. On larger projects and subject to prior agreement, this charge may be invoiced by instalments.

2.3 Building Notice Charge - This is paid when you submit your Building Notice. No approval is issued when submitting a Building Notice and this procedure is not suitable for all types of work. You are therefore advised to check with us prior to submission of such a notice. The Building Notice Charge is equal to the aggregate of the plan and inspection charges.

2.4 Reversion Charge - This charge is to cover work originally controlled by an Approved Inspector which reverts to Local Authority control. The charge being equal to the Building Notice Charge.

2.5 Regularisation Charge - This is paid when you have carried out unauthorised work and you are applying for a Regularisation Certificate and is calculated by adding 20% to the normal fee.

3.0 Repetitive Work - Subject to certain statutory conditions [see Regulation 8 of the Building (Local Authority Charges) Regulations 1998] up to 30% discount may be available for repetitive work.

4.0 Resubmissions - No further plan charge will be made in respect of full plans applications subsequently deposited for substantially the same building work.

5.0 Work Exempt Charges - Some submissions may be exempt charge:

5.1 Certain work in respect of access and/or facilities solely for disabled persons [for further details refer to Regulation 9 of the Building (Local Authority Charges) Regulations 1998].

5.2 Installation of cavity fill where the installation is certified to an approved standard and installed by an approved installer.

5.3 Installation of an un-vented hot water system where the installation is certified to an approved standard and installed by an approved installer, or where the installation forms part of a larger scheme composing of other building work.

6.0 More than one extension - Where it is proposed to erect more than one extension the floor areas of the extension shall be added together. Where the total area does not exceed 60m 2 the charges shall be based on Schedule 2. Where the floor area exceeds 60m 2 Schedule 3 shall be used. The charge for the work over 60m 2 floor area based on Schedule 3 cannot be less than the charge for Schedule 2 for work up to 60m 2 .

7.0 Value Added Tax - VAT at the current rate must be added to all charges shown in Schedules 1, 2 and 3, with the exception of the Regularisation.

8.0 Validity of Submissions - Submissions will not be treated as deposited until the cost of works (where applicable) have been accepted and the correct charge paid.
