Such circumstances are rare, but include such courses of action as Clearance Areas where a number of properties are being demolished, or compulsory purchase of empty houses where the owner cannot be traced.

The Council may purchase properties by agreement or compulsorily, if necessary.

As previously stated, this course of action is very rare and anyone potentially affected is contacted and spoken to individually.
